Why we say the figures are incomplete

What Savannah Police Department reported to the FBI for the 12 months to Jul 2026 cannot be a full count: 23 homicides but only 131 violent crimes in all, so homicides would be 18% of violent crime, when across the US they are about 1 to 3%; 198 property crimes, where the Georgia rate would mean about 3,100 for a place its size.

A department that sends the FBI only part of its cases ends up with a rate far below the real one, and next to the lowest in the country. Rather than publish a figure we know is wrong, we leave Savannah out of the rankings and the averages.
